Yes. Vectro Pro is an add-on that requires the free plugin to be installed and active. Install the free version from WordPress.org first, then activate Pro alongside it.
When does Pro launch?

What happens when my license expires?
The plugin keeps working. You lose access to updates and priority support, but all features remain active on your site. Renew whenever you’re ready.
Will Vectro conflict with my existing plugins?
